The Democratic Governance and Human Rights Advocates-DIGHA- on the Copperbelt says the recent reversal of some sensitive decisions made by some parastatal and government bodies indicates a lack of coordination and consultation within government.
The Energy Regulations Board-ERB- leadership has been replaced following a decision to allow ZESCO limited to hike electricity tariffs and a hike on fuel pump prices without consulting the government.
The Road Transport and Safety Agency-RTSA- also had its recent announcement to hike its fees rescinded by the government, to add to various key decisions that have been made and later overturned.
DEGHA National Coordinator Gerald Mutelo says while government and quasi government institutions should have the autonomy to operate and make key decisions, some sensitive matters must be dealt with after consulting the appointing authority.
Mr Mutelo tells Phoenix News that the recent developments at ERB and RTSA are symptomatic of a system whose appointees do not understand their terms of reference and are making sensitive decisions for which government is answerable to citizens.
